NPS strategy: new targets

The Bank of Russia has revised key targets stipulated by the National Payment System Development Strategy for 2021–2023. They have been updated considering the active development of the cashless payment market.

‘We elaborated the Strategy more than two years ago. A lot has changed since then. In the current geopolitical situation, Russia’s payment infrastructure has proven to be resilient, technologically advanced, and demanded. Moreover, national payment instruments and commercial payment solutions continue to actively develop,’ said Olga Skorobogatova, First Deputy Governor of the Bank of Russia. ‘Considering the swift growth of the indicators, we have decided to adjust them and set higher targets for 2022–2023 than we planned earlier’.

Specifically, as of the end of 2023, the share of cashless transactions in retail should increase to 78–80%, as compared to 75% expected before. It is worth reminding that this indicator reached 77.7% already as of the end of September.

Besides, we combined the figures for the proportions of Mir cards and the Faster Payments System (FPS) in the total amount of cashless transactions in retail. This will enable a comprehensive assessment of the use of national payment instruments. As the segment of payments in the FPS has been intensely developing, the targets for the number of trade companies accepting payments via the FPS have also been adjusted.
