On appointment of provisional administration

In compliance with Clause 2 of Article 189²⁶ of the Federal Law ‘On the Insolvency (Bankruptcy)’, and due to the revocation of the banking licence from the Surgut-based credit institution Surgut Central Commercial Bank, limited liability company, or CB Surgut Central LLC (the Tyumen Region, Khanty-Mansi Autonomous Area — Yugra) (Bank of Russia Registration No. 684, date of registration — 1 November 1990) (Order No. OD-327, dated 11 February 2015) the Bank of Russia took a decision (Order No. OD-328, dated 11 February 2015) to appoint from 11 February 2015 a provisional administration to manage the credit institution Surgut Central Commercial Bank, limited liability company, for a term in accordance with the Federal Law ‘On the Insolvency (Bankruptcy)’ until the arbitration court adjudication on the recognition of bankruptcy and initiation of bankruptcy proceedings (appointment of a receiver) or until the arbitration court adjudication on the appointment of a liquidator becomes valid.

Oleg Skorokhodov, chief economist of the credit institution licencing and liquidation sector of the banking supervision section of the Tyumen Regional Division, has been appointed as a head of the provisional administration of the credit institution Surgut Central Commercial Bank, limited liability company.
