Born on 19 June 1955 in Komsomolsk-on-Amur.
In 1977, he graduated from the Komsomolsk-on-Amur Polytechnic Institute.
Completed post-graduate studies at the Academy of Social Sciences at the Central Committee of the Communist Party of the Soviet Union (currently, the Russian Presidential Academy of National Economy and Public Administration).
Doctor of Economic Sciences. Author of more than 30 research papers.
Industrial engineer at the Komsomolsk-on-Amur Aviation Plant named after Yuri Gagarin.
After army service: engineer, workshop chief at the 2nd Petropavlovsk aviagroup of the Far Eastern Civil Aviation Authority (Petropavlovsk-Kamchatski); subsequently worked at the communist party bodies in the Kamchatka Region.
After completing post-graduate studies: Senior Researcher at the RAS Institute of National and Economic Forecasting (Moscow); Expert, Consultant at the Analytical Centre of the Administration Office of the Federation Council of the Federal Assembly of the Russian Federation (Moscow).
Since 1995, he has been employed by the Bank of Russia:
— Deputy Head of the Research and Forecasting Division, Deputy Head of the Economic Division at the Bank of Russia Main Branch for Moscow;
— Deputy Head of Division — Head of Section, Deputy Head of Division, Division Head, Deputy Director in the Department of Prudential Banking Supervision;
— Deputy Director of the Banking Regulation and Control Department;
— Head of the Chief Inspection of Credit Institutions of the Bank of Russia.<
Since October 2012: Deputy Governor of the Bank of Russia — Head of the Bank of Russia Chief Inspection.
Vladimir Safronov was awarded the title of Honoured Lawyer of the Russian Federation by the Presidential Executive Order.
